ARLINGTON, VA – July 8, 2026 – Core4ce, a federal contractor specializing in defense technology solutions and professional services, today announced that Neill Tipton has joined the company full time as Vice President, National Capital Region Growth. Tipton, who joined Core4ce’s Board of Advisors in 2024, will lead growth initiatives across the National Capital Region (NCR), helping bring the company’s expanding portfolio of advanced technology, R&D, and mission solutions to customers across the defense and intelligence community.
A proven senior leader with 45 years of experience in intelligence operations, policy, and oversight, Tipton has tackled some of the nation’s most complex and high-risk security challenges throughout his distinguished career. His appointment comes as Core4ce continues to build on its evolution from a professional services company into a developer of mission-driven solutions. In recent years, the company has expanded its capabilities in advanced R&D, emerging technology, and mission innovation—managing R&D engineering labs, providing Scientific, Engineering & Technical Assistance (SETA) to key government technology programs, and accelerating next-generation capabilities for the warfighter. Through initiatives such as The Forge, its innovation incubator, and its Autonomy, Artificial Intelligence, and Machine Learning (AAIM) Lab, Core4ce is helping turn bold ideas into fielded capability at speed.

In his new role, Tipton will help shape and execute Core4ce’s growth strategy in one of the company’s most important markets, with a focus on deepening customer engagement and advancing solutions that support critical national security missions.

Most recently, Tipton served as Special Advisor for Strategic Integration and Competition to the Under Secretary of War for Intelligence and Security, where he focused on influence operations and sensitive programs. He previously served nearly seven years as Director of Defense Intelligence for Collection and Special Programs and held a wide range of senior leadership roles at the Office of the Under Secretary of War for Intelligence and Security, including positions spanning clandestine operations, mission integration, GEOINT and SIGINT support, information sharing, cyber, and technical collection. Prior to that, he held leadership roles at the National Geospatial-Intelligence Agency focused on improving integration across the Intelligence Community and the Department of War. Tipton also retired from the U.S. Army after 20 years as a SIGINT specialist, with assignments in Latin America, Germany, Korea, Operation Desert Storm, and multiple CONUS locations, including two tours at NSA.
Throughout his career, Tipton has been recognized for advancing U.S. intelligence capabilities and has received top honors including the Secretary of Defense Distinguished Civilian Service Award and the Presidential Rank Award.
