Jack Wilmer
Chief Executive Officer

Prior to Core4ce, Jack served as the Deputy Chief Information Officer for Cybersecurity and the Chief Information Security Officer for the Department of Defense (DoD), where he was the senior official responsible for the cybersecurity of the Department of Defense. Prior to this role, Jack was detailed to the White House, and served as the Principal Assistant Director for National Security and International Affairs within the White House Office of Science & Technology Policy (OSTP) where he led a team of experts to define whole-of-government policy on a wide range of national security topics, including the Nation’s nuclear weapons posture, infectious diseases, bio/chem threats and security, quantum information sciences, artificial intelligence, and National Security/Emergency Preparedness communications infrastructure. Jack also served in the White House, the Department of Homeland Security, and the DoD in various other executive leadership roles. These roles include serving as the Vice Director for the 1200+ person, $1B+ organization responsible for development, acquisition, and evolution of all new capabilities provided by Defense Information Systems Agency (DISA) and running the 275+ person, $600M+ organization responsible for DISA’s cyber defense capabilities. Before serving in the Federal Government, Jack served 10+ years in the industry in various software engineering, program management, and executive leadership roles, culminating with his role as a Vice President at FGM, Inc., where he ran all aspects of FGM’s DoD work. Jack graduated with honors from Princeton University where he received a Bachelor of Science in Engineering degree in Computer Science. Jack received the Office of the Secretary of Defense Medal for Exceptional Civilian Service in 2016 and serves on the Executive Advisory Council for the Washington, DC chapter of the Armed Forces and Communications Electronics Association (AFCEA).

Shane Breland
Chief Information and Data Officer

Shane Breland serves as the Chief Information Officer for Core4ce. He oversees strategic information technology initiatives and resources which align with the company’s core objectives and long-term goals. He has engineered and fostered critical innovations and marked improvements in the company’s approach to cybersecurity and digital transformation. Prior to joining Core4ce, he was the Director of Infrastructure and Operations for Spinvi managing multiple programs supporting the Defense Health Agency’s cybersecurity, infrastructure, deployment, and migration of information technology infrastructure for military treatment facilities around the globe. Spinvi was acquired by Core4ce in 2019. Shane also spent 10 years as the IT Director and GIS Director for local government in Ruston, Louisiana. He built the first multi-agency IT and GIS organization, spearheaded a statewide Geographic Information System, launched the first parish-wide building permits department, and initiated a multi-agency local law enforcement IT forensics team. Shane has built a solid reputation for leading information security programs and for designing tailor-made solutions to solve even the most difficult of global defense challenges. He is certified as a High Technology Crimes Investigator with the Federal Bureau of Investigation and carries a DoD 8570 baseline certification. He earned a Bachelor of Science degree in Computer Information Systems from Louisiana Tech University.

Jim Kier
Chief Solutions Delivery Officer

Jim Kier has over 30 years of experience in the defense industry, with 20 years of experience leading the strategic planning, business growth and operations of companies focused on Cyber and Digital Modernization. As CEO of KSH Solutions, Jim’s focus was to provide cyber, enterprise and digital modernization services to the Defense Health community. Under Jim’s leadership, KSH experienced an average growth rate of 40-50% per year and grew to $60M in revenue. KSH was acquired by ECS in 2015. Prior to KSH, Jim was the President of WareOnEarth Communications, Inc. (WCI). WCI specialized in Network Security, Network Engineering and Information Assurance for the DoD. Jim developed and implemented the business strategy that secured over $500M in prime contracts which facilitated the acquisition of WCI by Secure Mission Solutions in 2009.

Lynn McElhaney
Chief Human Resources Officer

Ms. McElhaney has more than 35 years experience in Human Resources and Business Leadership.  She has extensive Human Resources experience with concentrations in team management, retirement plans, compensation, benefits, and broad M&A experience, both from the aspect of being acquired and integrating acquired companies.  Over the past 10 years, Ms. McElhaney has participated in over nine acquisitions – ensuring due diligence reviews of Benefit plans and company culture are completed as well as managing the integration of acquired employees with a focus on retention. In addition to her HR roles, Ms. McElhaney spent eight years in the Accounting Department of a Government Contractor.  This Accounting experience allows her to view HR and M&A diligence with a clear understanding of the financial impact.  In her career she has also handled both Facilities management, including lease negotiation, and Contract Administration.   She holds both the SHRM-SCP and SPHR certifications, both of which are nationally recognized as HR knowledge benchmarks.  She joined Core4ce in July 2020 after 27 years with Novetta and FGM.

Amie Milan
Chief Growth Officer

Amie Milan is a results-driven strategist with more than 20 years of experience in corporate and strategic growth management, client and program management, and leadership. Amie leads Core4ce’s business pursuits and capture teams. She is responsible for developing and executing business and technical strategies and relationships to capture and deliver services and solutions to the Federal Government.  She has been extremely successfully targeting and capturing white space, building and executing campaigns, building and managing billion-dollar pipelines, and establishing a strong presence with new customers.

Prior to joining Core4ce, Amie held consultant and executive level roles with Coalition Solutions Integrated, Inc. (CSI) as President/CEO, ECS Federal as Vice President of Navy/MC and ERP Accounts, and with Computer Aid as Director of Federal Programs.

She holds a Master of Business Administration and a Bachelor of Science degree in Communications with a concentration in Decisions and Information Systems both from the University of Maryland.

Dave Ross
Chief Strategy Officer

Dave Ross has more than 40 years of specialized experience as a strategic planner in the defense and intelligence sector. He joined Core4ce after serving as the Director of the Air Force’s Analysis Support Office for nine years where he provided operational/strategic analysis and developed department-level policies and strategies for senior government officials. He previously served as the Vice President for Integrated Intelligence Solutions at FGM where he led the corporation’s efforts supporting the U.S. Intelligence Community, Department of Defense information operations/cyber operations organizations, Department of State mine abatement initiatives, and international humanitarian demining efforts. Dave is a veteran who served as an active-duty Army infantry officer for more than 20 years leading soldiers in light and airborne infantry units. He retired from active duty as the Chief for Special Technical Operations Programs and Plans on the Joint Staff and was appointed a Department of Defense Highly Qualified Expert in 2009.

Bryant Thrift
Chief Accounting Officer

Bryant has more than 20 years of Accounting and Finance experience with fifteen years focused on government contract accounting. Bryant currently serves as the Chief Accounting Officer for Core4ce. Previously, he served as the VP of Finance with ECS Federal, where he also led the company’s Risk & Mitigation department. Bryant was involved in transitioning the company from a privately-held to a publicly-traded company, including federal compliance with Sarbanes-Oxley 404. Prior to that, Bryant served as Chief Financial Officer (CFO) for KSH, where he managed more than $365M in corporate revenues. Bryant is a graduate of the College of Charleston and holds baccalaureate degrees in Political Science, Accounting, and Business Administration with a concentrated minor in Economics. Bryant received his MBA and MS in Accounting from the University of Maryland. Bryant is also a member of the Charleston, SC CFO council and participated on Defense Contract Audit Agency (DCAA) advisory council for small contractor outreach.

Anita Voltz
Chief Security and Risk Officer

Anita is a results-oriented, focused, high-energy leader with more than 35 years of delivering transformative technology solutions to government and commercial clients. Anita is an influential leader with excellent communication skills and a reputation for attracting high-visibility, mission-critical world-class technical talent for her clients. Anita has extensive experience building, managing, and sustaining successful IT product and service companies. She excels at strategic planning, talent identification, strategic vendor relations, and market analysis. Among her many talents, Anita is an industry expert in identity management, information assurance, data protection, and penetration/audit analysis services to program managers, system owners, and security managers of federal agencies and commercial corporations facing data and security integration challenges.

Don Oswalt
President, Defense Solutions

Don Oswalt serves as President of Defense Solutions for Core4ce. He oversees strategic growth and the delivery of technology solutions in data, artificial intelligence, defensive and offensive cyber, cloud and software engineering for Department of Defense customers.

Prior to joining Core4ce, Don served as Vice President at ECS Federal, responsible for cyber, cloud and digital modernization solutions for the DoD, Navy, and Defense Health Agency.

Prior to ECS, Don spent 25 years in government as an executive for the Space and Naval Warfare Command, Atlantic, and served as the Division Head responsible for delivering cyber defense, cloud engineering, big data, software development, and infrastructure modernization solutions to the Navy, Army, Air Force, Defense Health Agency, and the Veterans Administration.

Don is retired Air Force, spending 20 years as a C-141 and C-17 Crew member, a Combat Veteran, and earned the distinguished Air Force Air Medal in Desert Shield/Desert Storm.
